Requirements Reports: The Consultant will be reguraly reporting to the Agro-Industries Department and Director of Agriculture (AHAI).

Concise Description of the African Development Bank Consulting Opportunities

The African Development Bank Consulting Opportunities is currently seeking the services of a Senior Food System and Policy Consultant on Agriculture to provide adequate and strategic technical support in policy design/development, analysis, evaluation as well as implementation inorder to help facilitate an enabling environment for the successful implementation of the Feed Africa strategy.

Objective of the assignment Include:

To Purley Coordinate reports based on follow-up actions for Dakar 2 and write bi-weekly reports

To sustainably Support the implementation and provide general oversight functions on the Feed Africa Scorecard project, and as well Participate actively in preparation of new sector budget support operations and prepare monthly reports

Finally, To Participate actively in the policy compact of writing monthly reports and TAAT

Background of Office

The African Development Bank Consulting Opportunities, through its Rural Development and Agricultural Finance Department (AHFR), Agro-Industry and Agriculture Department (AHAI), to provide support for the delivery of the Feed Africa Strategy for Agricultural Transformation in Africa (2016-2025).

The entire strategy is to end rural poverty and hunger in the next decade through self-sufficiency and export leadership in 18 priority commodity value chains specific to the continent’s agro-ecological zones.

Ability to realize the objectives set forth in the strategy requiring a public sector enabled and private sector driven approach to increase financing, increase productivity; value additions; investment in infrastructure in order to help promote an enabling agribusiness environment and increased capital flows for inclusive and sustainable food and nutrition security.

The bank of africa wishes to employ the services of individual consultants to support its work in the following areas: (1) to help in coordinating accurate report on follow-up actions for Dakar 2 and write bi-weekly reports

Beware of the sole evident of unlocking the agricultural potential of the continent by the creation of an enabling environment of rural infrastructure and policy incentives and delivering climate smart agricultural technologies to millions of farmers possible in a short period of time through strong political will and investment by Development Partners and the private sector, After seven years of implementation of Feed Africa

The 75 Ministers and Heads of Development Partner organizations in collaboration with the High-Level Summit of 34 African Heads of State, was therefore held in Dakar January 22-27 to mobilize political, financial and technical support for agricultural transformation on the continent at scale.

Is worthy to note that, Dakar 2, has organized 41 Country Food and Agriculture Delivery Compact boardrooms to discuss previously prepared documents that outlined production targets for key agricultural staples

The Senior food policy and agriculture consultant shall effectively ensure accountability for results, a Presidential Delivery Council, to oversee implementation of the Country Food and Agriculture Delivery Compact, was proposed.

The consultant (president) is highly expected to coordinate reporting on follow- up action post Dakar 2 and provide to management a bi-weekly report on the progress made.

Must always help to coordinate the Implementation of the New Leadership for Agriculture (L4AG):

The L4AG Platform will additional focus on the priority themes and the change champions that has been recently re-designed to be effective.

The new L4AG will support the African agriculture transformation through peer-to-peer learning and development, with the sole idea of helping the Bank’s Regional Member Countries (RMCs)

The consultant shall participate actively in the preparation of new sector budget, support operations and in preparing monthly reports

It is also demanded of the Consultant always participate in the preparation of new sector budget support operations in support of national agricultural development plans. In that regards also, the consultant will help the economic sector and agricultural policy analysis as a basis for the sector budget support.

The senior food policy and agriculture consultant will be required to demonstrate through his or her analysis to display an understanding of the successes and failures of the national and regional agricultural development strategy implementation

The Consultant is expected to actively articipate in the preparation of new Sector budget, support operations and in the policy compact of the TAAT.

Objective of the Assignment

The specific Terms of Reference (ToR) / Objectives of the Consultant are as follows:

The senior food policy and agriculture consultant shall support the Coordination of the New Leadership for Agriculture Platform

Shall review Activities of the New L4AG in 2022 and make recommendations on pending activities of the platform to the Management; and regularly organize an in-house training for senior Government personnel’s in well organised RMCs and on policies meant for Agricultural Transformation

Shall coordinate the implementation of the follow up actions post Dakar II conference on Feed Africa.

Must always submit bi-weekly reports to Management on the implementation of follow up actions post Dakar II

Shall ensure to carry any other assignments as may be directed by the President, Vice-President AHVP, and Directors of AHAI and AHFR on the Follow up post Dakar II conference.

Must ensure to participate in the consultation / planning meetings.

Shall identify the essential factors and opportunities for success of the design and implementation of Sector budget support in RMCs.

The senior food policy and agriculture consultant shall liaise with other bank staff to understand the landscape and identify the drivers of regional commodity value chain transformation in project areas.

Role holders shall identify and make preliminary engagements with all relevant stakeholders, including the Governments, development partners, private sector investors and agribusinesses and all participants along with the value chain towards understanding the gauging expectations, relevant issues and as well readiness for obligations.

The president shall identify an enabling environment for agricultural value chain development including TAAT.

Must ensure to produce a Monthly report on the progress made related to TAAT Policy Compact.

The president shall carry out any other activities directly related to these assignments.

Qualifications and Experience

The senior food policy and agriculture consultant should have at least a Master’s Degree in Agricultural Economics and Rural Development, Agricultural Development Policy, Economics, and Regional Economics with a considerable knowledge in the areas of Food System & Agriculture Policy analysis and development.

The candidate must have at least 20 years working experience in his/her area of specialty

The candidate should have the necessary ability to communicate effectively and appropriately with different levels of government officials, private sector agencies and relevant stakeholders

The consultant (president) should have had previous experience working with multilateral development institutions in implementing donor funded projects with a sound understanding of development projects

Must have a proven capability, capacity and experience in crafting high level policy review documents, reports and book projects written within a development and research and economic policy institutions and organization or university

The senior food policy and agriculture consultant must have a working experience within multicultural teams and international organizations or companies and highly knowledgeable of Africa’s social, agricultural and rural development and economic development issues, questions and challenges

Must have the ability to synthesize, weave and link complex propositions, theories and model outputs into a coherent message and document that can be published as a sourcebook to  stream guide negotiate, policy dialogue, and advocacy missions of the RMC

The president must also have extensive knowledge and practical experience in working in African development space

The consultant must also be well conversant with the Bank’s project cycle activities

The applicant must be computer literate and should have excellent communication skills and be proficient in both written and spoken English.

The president must be well sound and proficient in the use of statistical, econometrics and mathematical programming models in agricultural and food policy analysis, evaluation and assessment.

Schedule of Payment

The the person whom shall be selected as the senior food policy and agriculture consultant shall receive payment based on AfDB’s remuneration guideline for consultants that depends on number of years of experience and availability of resources.
