Director of Programmes

Role Purpose

  • The Director of Programs will be so responsible for the technical oversight of the project and is specifically responsible for project implementation that relates to community, OVC and families, and ensures that they exist strong linkages with facility level and other service delivery points.
  • He shall also report directly to the Chief of Party (COP) and will advise and support the COP in providing technical direction to project implementation and ensure the project meets stated goals, expected results and reporting requirements.
  • Thirdly, he will take a technical leadership role in coordination with government, local community organizations, and other partners.
  • Lastly, He shall be well knowledgeable about evidence-based and state-of-the-art social service delivery approaches.

Save the Children: Key Areas of Accountability

The Director of Programs shall work closely with the Technical Team in order to achieve the strategic objectives of the project

Child Safeguarding:

Level 3:  The post holder shall have maximum contact with children and/or young people 

Key Responsibilities includes:

  • To provide technical leadership in the development and implementation of strategies, interventions and activities that address the holistic needs of vulnerable children, including their health, education, psychosocial well-being, protection, and economic strengthening needs.
  • To ensure that project strategies and activities addressing children and adolescents are evidence-based and  as well in line with state-of-the-art, globally recognized best practices; as well as aligned with Government of Nigeria legislation and policies.
  • To help strengthen the linkages between community-based care activities and health facilities providing HIV care and treatment towards ensuring a continuum of care.
  • To promote great integration across a range of services for children to take a holistic, family-centered approach to improving their wellbeing.
  • To ensure the project addresses the needs of highly vulnerable sub-groups of children, such as children living with HIV, Children of Key Population, Survivors of Violence Against Children, adolescent girls, and children living with disabilities.
  • To provide support towards the development and management of relationships with key stakeholders at the national, state and LGA levels.
  • To provide technical leadership and oversight for high quality implementation of the household economic strengthening components of the project.
  • To help facilitate linkages with government safety net programs and other stakeholders to ensure that activities complement other economic strengthening initiatives and adhere to country and global standards.
  • To ensure all child-focused strategies are gender-sensitive and promote equitable programming.
  • To improve the capacity of implementing CSOs in effective programming for vulnerable children and their families, HIV prevention awareness creation, community mobilization for HIV counselling and testing, PMTCT and (EID), also improve referral and counter-referral systems between communities and facilities.
  • To help promote approaches that support integration and maximize country and community-ownership.
  • To coordinate and maintain close liaison with project partners and relevant stakeholders in the focus state.
  • To take a leadership role in the development and timely submission of work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence.
  • To work closely with the MEAL team to deliver project quality benchmarks, baseline, monitoring, evaluation, and key lessons learned.
  • To totally comply with Save the Children’s child protection policies, security procedures and other staff policies.

Skills / Qualifications and Experience

Essential:

  • Candidate must have a First Degree in Medicine (MBBS or equivalent) with postgraduate qualifications in Public Health, Social Sciences, Development Studies or related field
  • Must have a minimum of five years of experience implementing OVC programs in a development context, specifically PEPFAR, with five of these years in Sub-Saharan Africa, preferably Nigeria. During this period, the Director of Programmes should have been involved with socio-economic services for vulnerable children and or public health, project design, clinical program implementation and system strengthening
  • Applicants should have great familiarity with current thrusts of PEPFAR programming in Nigeria, especially on OVC and continuum of care for PLHIV
  • He should have a demonstrated ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods of  learning style and adult learning principles
  • He should possess a proven leadership quality and inter-personal skills for effective teamwork; as well as the ability to work independently on a frequent basis and taking initiative
  • He should also have a demonstrated ability to support partners working at a distance to achieve results against program objectives/targets.
  • Also, should have a demonstrated skills in project design, implementation, and reporting, preferably for USG funded programs.
  • Candidate should have a great experience with monitoring, evaluation, and reporting TB/HIV Care & Treatment activities as well as OVC.
  • A good knowledge of Government of Nigeria OVC programming terrain, HIV Care and Treatment and experience working with Ministry of Women Affairs and Social Development and other relevant entities.
  • A strong writing and presentation skills about program activities, outcomes, and impact.
  • An excellent english: oral and written communication skills and a working knowledge of Hausa language.
  • An excellent analytic, organizational and computer skills; proficient in MS Office including Word, Excel, Outlook, and PowerPoint. Experience with SharePoint a plus.
  • Should have good familiarity with data analysis and visualization and the use of data for evidence-based programming decision making.
  •  Applicant should also have a strong interest in research and publication will be an added advantage.

Role Purpose

  • The HTA will be fuly responsible for ensuring that health programming in Nigeria is supported with quality technical inputs and to drive the child survival breakthrough, drawing upon Health and Nutrition strategic priorities. These role will lead strategy development and the technical design and implementation of high quality programmes that deliver change for children in both emergency and development programming.
  • The role holder shall support in national advocacy and influencing, while driving strategic partnerships for new business development. It also supports the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners.
  • The role holder will link with regional and SCI health capacities, and contribute to organizational learning, evidence generation and knowledge management where appropriate.
  • The role holder shall work closely with the operations colleagues and other partners in Nigeria by building their capacity and building ownership and agency of local organisations.
  • The role holder’s  position is expected to engage with the National partners in health, including FMOH and NPHCDA, and coordination mechanisms, as well as represent the organisation with key stakeholders.
  • The role holder shall also be expected to support emergency preparedness, DRR and support the assessment, design and implementation of humanitarian responses with other Public Health staff in the country setting.
  • In humanitarian emergency, the role holder is to work outside the normal role profile and be able to vary working hours accordingly.

Save the Children: Key Areas of Accountability

Technical Leadership:

  • He shall provide technical leadership for Health for the Country Office, and advise the HoH&N on the strategic approach in relation to the wider country strategy.
  • He shall have the capacity to build, mentor and build a supportive health community across the Country Office.
  • When relevant and requested, he shall contribute to nutrition programming.
  • Ensuring Programme Quality (Design & Implementation):
  • He shall support the HoH&N and the business development team to identify funding opportunities that allow for both integration into broader programmes and stand-alone health
  • He shall lead the technical scoping, planning, and design and proposal writing during new programme development, and ensure that we design and deliver high quality integrated health programmes for children with public health resources, building on global best practice as well as ensure that gender, disability and resilience considerations are reflected in our programme design and implementation.
  • He shall promote a Health Systems by strengthening approaches as the overarching framework, that supports working in collaboration and partnership with governments and national bodies, local partners and working towards impact, scale and sustainability.
  • He shall provide oversight and guidance to the programme implementation teams to ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies, good practices are acknowledged (e.g. Save the Children Common Approaches); and that programmes are likely to achieve scale, as well as equitable and sustainable results.
  • He shall help to promote and monitor integrated programming in a way that increases overall impact of health programmes at the community level.
  • He shall undertake field visits to project sites; work with implementation teams to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement.
  • Shall support the Global Medical Team (GMT), lead on issues related medical services quality in the CO, in line with SCI’s quality framework, ensuring SOPs are followed and required documentation and reporting are in place.
  • Shall work with the supply chain unit in processes related to medical commodities and equipment supply chain issues, such as providing specifications, quantifying needs, reviewing quality, defining and supervising storage conditions, etc.
  • Shall support Humanitarian colleagues (as needed) to develop emergency preparedness plans, and conduct sectoral assessments and to design and deliver emergency response and recovery programmes.

Networking & External Engagement:

  • Candidate shall support in strategic positioning with donors, partners and government in-country, and ensure that Save the Children is a partner of choice in Health.
  •  Shall ensure that Save the Children is influencing and learning from others through national technical coordination and networking bodies such as health clusters and working groups.
  • Shall represent the program to National and Local government representatives, donors, partner agencies, etc. as required.
  • Shall ensure the quality, clarity and consistency of technical components of internal and external reports
  • Shall leverage and liaise with technical colleagues from across Save the Children, including technical working groups and centres of excellence, ensuring that learning from the Country Office is shared with others and global lessons brought back.

Qualifications

Candidate shall have a First degree in Health, Medical or Public Health graduate or a related equivalent

Experience and Skills

  • Candidate should have at least 5 years’ experience as a health practitioner including experience on public health/ nutrition with a humanitarian or development organization
  • Should have a good understanding of the Health Thematic area in Nigeria, the current situation, the policy environment and the stakeholders involved
  • Should be highly understanding and experience in nutrition programmes will be a plus
  • Should be familiar with health systems, and health service provision including community health and the engagement of civil society organisations
  • Should have good experience in training, and capacity building of workforce and health staff
  • Should be well skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilise resources
  • Should have an Understanding of the health sector donor environment and positive track record on business development.
  • Should be able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children.
  • Should have a great experience of promoting quality and impact through at least one cross-cutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement.
  •  Should have a demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.
  • Should have an excellent experience of supporting humanitarian preparedness, response and recovery is desirable.
