Within the period of 2021-2003 The National Agency for the Control of AIDS (NACA) has received funding from Global Fund as well as in continuance of the pursuit of its statutory roles for AIDS/HIV treatment, care & Support and strengthening of health systems in Nigeria by further addressing the gaps in the National HIV prevention and treatment program.

A body known as the dedicated Project Management Unit (PMU) was set up to help manage all its grant-related activities and hiv aids drugs

Job Summary

The selected applicant will help the organisation develop new ways of looking at and analysing national HIV data to evaluate national response on AIDS HIV symptoms, monitor progress towards epidemic control and provide insights to support important decision-making.

Also the Technical Analyst will be responsible for extracting, transforming, and mapping AIDS Vs HIV data into performance metrics and KPIs to support NACA’s mandate by providing technical guidance that will enhance the Agency capacities in integrating the data while coordinating the national multi-sectoral response to the HIV epidemic.

Key Responsibilities

The role holder shall help to extract, collect and transform multi-sectoral AIDS vs HIV data and prioritize analytics needs for evaluating key performance indicators for national response

Should ensure adequate leads on data cleaning and preparation and translation of questions into relevant queries

Should work closely with all partners to ensure uniformity in reporting data for evaluating key performance metrics

Should help to mentor and build the capacity of NACA staff on data handling and analytics

The role holder will build dashboards, create data sets and effectively utilize statistical, data mining, visualization, machine learning, and/or deep learning techniques in delivering data science insights

Should adequately assist NACA departments in developing metrics for improved planning, monitoring and measuring impact of national response programs and interventions.

The role holder should render advice to the NACA DG on measures to strengthen data management systems for HIV/AIDS dataset

Should always provide data management technical support to the IBBSS 2019; KP size estimates and any other surveys and surveillance activities during the period of this engagement.

Should develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality

The role holder should perform any other tasks that may be requested by the NACA DG on AIDS vs HIV.

Qualifications and Requirements:

Interested Applicants should possess a First Class Degree in Public Health, Mathematics, Computer Science, Economics, Statistics or related fields

Applicants should have an Advanced degree in Public Health, Mathematics, Computer Science, Economics, Statistics or related fields as an added advantage.

Applicants for this role should have at least 3 to 5 years working experience in mining and managing big data as a data analyst

Should have great experience in leading analytics projects and ability to multi-task while prioritizing important deliverables

Applicant should have an experience in using data analytics and visualization tools such as Cognos, Alteryx Tableau, Qlik, Spotfire, PowerBI, or ThoughtSpot, Strong quantitative as well as analytical skills with data science tools, such as: Python, R, Scala, Julia, or SAS

Should have a Strong knowledge of and experience with reporting packages (Business Objects etc), databases (SQL etc), and programming (Python, Oracle, XML, Javascript, ETL frameworks etc).

Applicants should Familiarize with act of using cloud services such as: AWS, Google, Azure or Big Data tools (Hadoop, Hive, Spark) in data science solutions.

Applicant should possess a proven ability to analyze data and understanding of how data analysis translates into policy decisions

Should have a great working knowledge of advanced modelling techniques such as cluster analysis, structural equation modelling and hierarchical linear modelling.

Applicants should be able to demonstrable knowledge in artificial intelligence, machine learning, data science, and other relevant technical domains.

Job Summary

The program officer shall be responsible for knowledge management within the NACA, PMU and with the relevant NACA Departments and other external stakeholders.

The role holder is highly responsible for archiving and retrieval of all grant technical and legal documents, including reports, official letters, and presentations.

The role holder is as well responsible for tracking the NACA, PMU work plan and monitoring the implementation of planned activities.

The role holder is also responsible for secretariat support for all grant-related meetings, ensuring high-quality minutes are produced and shared with stakeholders in a timely manner.

Responsibilities

The program officer shall develop a quarterly work plan of activities of the PMU and track same to support the prompt implementation of planned activities

The role holder should get acquainted with Interface of relevant NACA user departments so that grant activities are coordinated and implemented smoothly.

He shall establish an interface with relevant NACA user departments to request relevant documentation, support and follow-up to retrieve requested documents that are needed for the implementation of planned grant activities

The role holder is responsible for the control, security, accessibility, and timeliness of grant documents that may be used by/useful to members of the PMU, such as policies, procedures, guidelines, forms, templates, etc.

The role holder shall troubleshoot and recommend solutions for issues related to PMU staff engagement with user departments in NACA and other partners interfacing with the PMU.

The program officer shall ensure adequate secretarial support for all grant-related meetings and activities involving the PMU

The role holder shall manage organizational documentation for the PMU through the grant life cycle.

The role holder shall manage grant documents while also ensuring their accuracy, quality and integrity.

The role holder shall ensure that organizational documents go through a documented and approved review-and-approval process before being stored.

He shall also ensure the security, accessibility, and proper distribution of grant documents.

The role holder shall manage vendor services related to meetings and travels on all grant activities

He shall always ensure proper compliance and adherence to all GF guidelines particularly as regards travel related activities.

The role holder is highly responsible for administrative functions such as travel schedules, meeting support equipment and liaison to service providers.

Qualifications and Requirements:

Applicant for the program officer role shall have a minimum of a First Class Degree in Health Sciences, Life Sciences or Social Sciences

He/she should have an advanced degree in any of the above will be an advantage

The role applicant shall have a minimum of 3 years of experience in the development field, grant program support or implementation in an administrative role

Should have a good knowledge and experience working on an international donor public health project, as an advantage (preferably Global Fund)

Should have a great experience working with Government Ministry, Departments and Agencies at either the federal or state level is an advantage

Should possess the ability to prioritize, manage time well, multitask and troubleshoot.

Applicants must possess  strong interpersonal and communication skills.

Should have good writing and presentation skills

Should have a good computer Skills ( 5 years of experience using Microsoft Word, Excel, Outlook and PowerPoint, certificates are an advantage)
